RPM Fusion ffmpeg build and other tools for fedora

This docker images allows to use the latest stable FFmpeg build from current fedora provided by RPM Fusion
It has also few tools that can help with multimedia manipulation.

Usage:

$ docker run -t -i --device /dev/dri:/dev/dri rpmfusion/ffmpeg
ffmpeg -vaapi_device /dev/dri/renderD128 -i input.mp4 -vf 'format=nv12,hwupload' -c:v h264_vaapi -qp 18 output.mp4
$ docker run -t -i --device /dev/dri:/dev/dri --runtime=nvidia rpmfusion/ffmpeg \
