from kolla project built for ppc64le architecture to be used with kolla-ansible.

At this time, the treasure data repo did not contain a fluentd package for ppc64le architecture. The dockerfile used to build this (from the kolla project) was modified so that it would instead install ruby and install fluentd using ruby gems.

Notes:

• If you're using kolla-ansible to deploy this, you will need to modify the scripts some
• instead of /usr/sbin/fluentd as the fluentd command, just use fluentd
• default config directory is /etc/fluent NOT /etc/fluentd
• kolla-ansible scripts use td-agent to launch, this should be fluentd
• in general, you can replace most references to td-agent with fluentd
