The base image for DTS/Clowder Python extractors.

Based on the official Docker Ubuntu 14.04 image. Added git, python, python-pika, python-requests. Cloned the pyclowder repository from https://opensource.ncsa.illinois.edu/stash/scm/cats/pyclowder.git⁠.
