Very simple Dockerfile that just imports semaphoreui/semaphore and adds additional python modules.
Assuming the next release was version 3.4.5 you would just:
Update the Dockerfile to pull FROM semaphoreui/semaphore:v3.4.5
Then docker build && docker push
docker build -t ryanerwin/semaphore:v3.4.5 -t ryanerwin/semaphore:latest .
docker push ryanerwin/semaphore --all-tags
