Prometheus exporter for Mumble server

Required configuration / environment variables:

Exporter starts listening on TCP port 8080 immediately after successful Ice service connection. Port is not configurable.
Sending a non null request to this port will yield a HTTP response containing metrics suitable for Prometheus.
Tries to get tcpPingVar and udpPingVar in addition to tcpPing and udpPing. By July 2024 official Mumble server does not yet expose these metrics through Ice but both are available on user data and therefore can be very easily exposed to Ice.
