linuxserver/homeassistant with bullcrap on the image instead of on server (build-time, not run-time)

WARNING: I ONLY TEST THIS IMAGE WITH ARM64
This image is copy-pasted from linuxserver/docker-homeassistant. As I do with other images, this one is updated at most daily, after checking if the original repository got new commits since the last update.
The Dockerfile is available in my repo https://github.com/schklom/Mirror-workflows/tree/Home-Assistant-Extra (Extra because I add a few system packages (iputils espeak alsa-utils, respectively for pinging, speaking into audio devices, and bluetooth) and undo some ungodly mess from https://github.com/linuxserver/docker-homeassistant/blob/9b5edd519185fc10d9ae4942a64e399de0ef5987/root/etc/s6-overlay/s6-rc.d/init-config-homeassistant/run that does some weird moving and chown on python folder at run-time, I prefer to do it at build-time because that part is otherwise run at every container launch and takes a lot of CPU and disk I/O for no reason.
I am grateful for the work Linuxserver people do, but this particular part is wasting a ton of resources on my machine during every container launch, wtf?
