I change the base image to golang:latest.

Building on arm64 now crashes with QEMU (dpkg: error processing package libc-bin), so i now use ubuntu-24.04-arm to build it instead of ubuntu-latest.
This means this image now has 2 tags: latest-amd64 and latest-arm64 instead of only latest, pick the one you need.
