⁠Layerworx Puppet Base Image

The Puppet base image is designed to satisfy the dependancies of the base Puppet components (puppet client and puppet server). No consideration is given to other packages in the Puppet product repositories because they all make assumptions that Puppet will manage and keep track of data.

It is assumed that these containers will be ran using CoreOS, which means container data should be stored in the etcd key value store and not in something like PuppetDB.
