Produce RSEM TPM output from fastq.gz files and directly upload the results to the Otter web app.

The pre-otter container can process paired-end fastq data and provide RSEM TPM counts.
With a provided otter web-app API token, pre-otter can also upload the TPM data to the otter web-app allowing real-time classification of tumour types.
