Combination of microsoft/dotnet:2.1.1-runtime-alpine3.7 and openwhisk/dockerskeleton:master (commit f17da4f772c7d5fb604cf538c571f57c1cbdfe93) but with alpine 3.7 (and python 3.6.5), in order to run .net core console apps

For this to work with openwhisk, in the zip package, there should be a bash script named exec that runs the command dotnet /action/{main-ouput-file}.dll "$@"
