Based off [Phusion Passenger] docker image this image keep better track of the version of ruby being used to ensure all the patch levels are captured. The tagging represents two attributes. The first number of the tag represents the ruby patch number and the numbers following the dash is the [Phusion Base Image] version that passenger is built.
