An implementation for Pelican using ccarney16/pterodactyl-panel docker image.

The project's panel part is currently being halted (the original panel image uses RHEL 9, which has an incompatible version of SQLite3), so the panel image is waiting for RHEL 10 for the newer version of SQLite3.
