Docker image suitable for use in end to end tests of titan SSH remotes

This is a simple augmentation of
rastasheep/ubuntu-sshd that
includes software necessary for Titan: sudo and rsync. It is used in
Titan test automation but is not intended to be a general purpose SSH server.
This project follows the Titan community best practices:
