tomcatengineering/pg_backup_rotated repository overview

Basically copied from martianrock/pg_backup_rotated, but with the up to date (i.e. with fewer bugs) script from the postgres wiki, and built for modern postgres.

I've also added the logging from the coderat-collective fork, but modified the output to make it more succinct. This includes suppressing non-error lines from the custom-format pgdump command - sorry if that is unreasonable but otherwise backing up a timescaledb database generates lots of pointless warnings.
