vegaprotocol/xgo repository overview

This is a fork of https://github.com/karalabe/xgo⁠. It contains the following updates:

• move from ubuntu:16.04 to ubuntu:20.04
• set the time zone to UTC
• bump gcc and g++ from version 5 to 9
• fetch iPhoneOS9.3.sdk.tbz2 from a different source (same SHA1 checksum)
• add LD_LIBRARY_PATH to help building OSX binaries
• (version 1.15 and later) disable MacOS on 386 architecture (darwin:386)

• stable: 1.16⁠, 1.15⁠, 1.14⁠, 1.13⁠
