Matterwiki configuration container

Docker image that puts configuration for Matterwiki on a volume at
/usr/local/etc/matterwiki via confd.
For use with Rancher, because configuration files use Rancher's metadata service.
Based on weahead/conf that allows
local development without Rancher.
