TSDuck, The MPEG Transport Stream Toolkit, is quite a powerful and flexible toolkit. https://tsduck.io/⁠. This docker image uses TSDuck on top of Ubuntu server to create a simple mpegts proxy. Dockerfile and docker-compose file are available at https://gitlab.com/wjcarpenter/tv-scraps/-/tree/main/tsduck-proxy⁠. If you want to run the image in a container, you can use the docker-compose.yml file; you will have to modify at least one environment variable when creating the container.

The defaults in the docker image and compose file do what I wanted, but the whole tsp command line is controlled by container environment variables, so you can make it do something slightly or completely different just by changing the values of those variables.
