⁠Simple installation version of stackage LTS

• base is official haskell image
  • LTS 2.8 => haskell:7.8
• using cabal's default installation settings
• change just global remote-repo from hackage to stackage LTS
• using this image as base, you can get clean stable cabal environment by default
• if stackage server is closed, this image don't work.
