Spatial DBStack geodata file watcher using python watchdog and GDAL

Watchdog image for monitoring changes to filesystem that automatically manages the ingestion of spatial data types (Currently limited to shp/ geojson).
Requires database connection to function. All data ingested into the first schema supplied by comma separated list. Windows/ WSL users will require a polling observer (example available in source repo).
